This bound volume includes some of the earliest reports of the Watering Committee of the Select and Common Councils (predecessor of the present-day Philadelphia Water Department). The reports were collected by John L. Ogden, who, in 1876 (when the collection was most likely bound) was an assistant engineer in the PWD in 1876. Ogden lated served the Department as Chief Engineer, from 1886 to 1895
